The Third Role

The traditional view of a university as an institution focused exclusively on teaching and basic research is a thing of the past in today’s globalized world. The modern university of the 21st century embraces its “Third Role” – active involvement in addressing societal and economic challenges. For UJEP, this means being an integral part of the fabric of the Ústí Region. The Centre for Technology and Knowledge Transfer (CTTZ) is the tool through which the university fulfills this mission. We are not just observers of change; we are its initiators. Our role lies in transforming academic excellence into measurable social benefit.

Triple Helix

At the heart of our strategy is the Triple Helix model. This science-based concept (Etzkowitz & Leydesdorff) proves that prosperity arises where three spheres overlap: academia, industry, and government.

  • Academia (UJEP): The source of new knowledge and talent.
  • Industry: The environment for application and commercialization.
  • Government: The creator of frameworks and development strategies.

CTTZ acts as a mediator at the center of this helix. Our task is to ensure that these three worlds speak the same language and move toward a common goal – transforming the region into an innovation leader.

Knowledge Spillovers

The “Knowledge Spillover” economic theory explains that university research investments have a positive impact on the entire surrounding area. Companies near a university are statistically more innovative and competitive. UJEP’s role is to ensure these “spillovers” are not left to chance. CTTZ actively manages the flow of information and technology so that local businesses, governments, and the non-profit sector benefit. In this way, the university functions as a “regional brain” that can identify global trends and adapt them to local conditions.

Social Impact

However, the university’s role in transfer does not end with profits and patents. At UJEP, we emphasize Social Transfer. Our faculties generate methodologies for social work, innovations in pedagogy, and solutions for environmental landscape restoration. The transfer of this “soft” knowledge is just as important for the Ústí Region as the transfer of nanotechnology. We help cities and municipalities in the region implement data-driven and evidence-based solutions (Evidence-Based Policy), leading to more efficient public administration and a higher quality of life for residents.

Anchor Institution

UJEP serves as an “Anchor Institution.” Unlike multinational corporations that can move their production elsewhere at any time, the university is firmly tied to its geography. Our role is stabilizing. In times of economic crisis or structural change (such as the decline of mining), it is the university that maintains innovation continuity through CTTZ. We support retraining, the creation of startups, and technology transfer that create new, high-skilled jobs that remain in the region long-term.

UJEP’s role in the 21st century is that of an active leader. We do not wait for external assignments; through CTTZ, we offer solutions before problems become crises.
